MI13: THE CENTER FOR ALIEN-FAE EXTERMINATION
The Center for Alien-Fae Extermination, or CAFE, is the wing of the government tasked with eliminating faelien threats to Britain and her people. Mainly, that means subduing rampaging fae, but they’ve also taken down faeliens that headed crime syndicates in the past.
CAFE is based in London, in a HQ building across the river from the SIS Vauxhall building, right beside the Vauxhall Bridge. The building is ultramodern and claims to be the headquarters of a certain cafe restaurant chain.
ORGANIZATION
CAFE is split into six divisions, all of which are fairly self-explanatory: Field, Communications, Research, Public Relations, and Special Initiatives.
The Field Division is the largest of the divisions, specializing in getting their hands dirty. They’re the ones going into Between and handling faelien breakouts. It’s not uncommon for members of the other branches to spend some time on the field, either in message running, research, or cleanup, but Field Agents specialize in it.
The Communications Division is largely located only at CAFE bases, but they’re still vital. Operators ferry messages between the other wings and Field Agents in real time, which can be life-saving. Via specially altered radio systems and intel coming in from the area, Operators can even help a Field Unit that’s in Between. Agents and Operators need to learn to get along well, because the Operators will be the ones relaying the Agent’s orders and any information that is vital to the mission.
The Research Division is fairly self-explanatory. The Scientists of this division are constantly at work trying to ferret out new secrets about magic and create new inventions. Usually, Research Scientists stay in their labs, but occasionally they will go into the field for studies or experiments.
“Public Relations” is really just a fancy euphemism for “cleanup crew.” The PR Agents interact with the populace the most, and are used to pay for property damage, ensure witness silence, and other jobs along the same vein. Public Relations Agents are also responsible for much of the recruitment that goes on in CAFE.
Finally, Special Initiatives are unique programmes within CAFE. There are currently two: Ravensdale Academy and the WRAITH Initiative. Ravensdale Academy is a CAFE-run school for teenagers with magical abilities, and the Ravensdale Division is comprised of mostly teachers and recruitment agents. The WRAITH Initiative is a special programme headed by a Mr. Cedric Blacksilver that allows certain hand-picked agents to undergo a special ritual allowing their shadow to be disconnected from them. This shadow becomes semisentient and loyal to them.
RANKINGS
CAFE is always headed by a Chief, who oversees the entire operation and is in frequent contact with the Minister of Defence and the PM. The Chief has always gone by a pseudonym, and historically they do not exist on official records.
Assisting the Chief by overseeing specific branches of CAFE are the Executives. There are Initiative and Division Executives. Their titles are self-explanatory: Initiative Executives oversee specific specialized programmes within CAFE, and Division Executives have arguably the harder job with overseeing entire divisions. The Principal of Ravensdale is in fact an Executive.
Beneath the Executives are the Officers, who oversee coordination between different divisions of CAFE within certain regions. They report to the appropriate Executives (or the Chief) and ensure that CAFE’s infrastructure remains strong while still making people cooperate. Officers rarely see combat, but they are on the ground more frequently than most Executives. Most Officers, because of the nature of their job, are selected from the Communications Division. A few officers are employed at Ravensdale, as well.
The next tier down is where the large majority of the employees are. Agents, Operators, and Scientists rank all the same, but their title differs based on their division. The Field, Public Relations, and Special Initiative Divisions all have Agents. Communications has Operators. Lastly, Research has Scientists. There’s a sub-tier where Officers nominate certain people to be the Heads of whatever project they’re working on, and they’re generally considered the leader of any party. Teachers at Ravensdale are also considered to be this rank.
Beneath them are the trainees: the Agents- and Operators-in-Training and the Lab Assistants. They’ve chosen their Division and have begun formal training.
Technically last are the Interns, who are basically just around to run papers between people and get coffee.
The lowest on the totem pole, unofficially, are the students. They aren’t yet a part of CAFE, but are still capable of being bossed around by everyone in it.
THE WHISPERDARK COVEN
Not as dramatic as it sounds, the Whisperdark Coven is basically just a forum for magical creatures to meet and relax. Meetings are held in Between and in places like abandoned warehouses, where groups of faeliens will meet and mingle, discuss how silly humans are, and trade magic tricks. Many “undercover” fae, or those that can pass as humans, attend casual meet-ups at a coffee shoppe too.
There are also support groups for faegenics who are still undergoing their transition. Shapechangers Anonymous is a group that helps teach new shapeshifters to combat their addictive desire to enter their animal forms, as well as provide exercises to help new shapeshifters retain their senses while shifted. Fledgelings is a similar group for young vampires, that helps them adjust to their new lifestyle and puts them in contact with reputable blood dealers. They also ensure that even vampires who intend to feed only on animal blood have a few back-up doses of human blood, in case of an emergency.
And then there are the fae that are just doing stupid stuff. The most prime example of this is a group called Walking with Dinosaurs, where the few oldest Stage Three doppelgangers and a younger Stage One doppelganger, who is a paleontologist, have started trying to reconstruct how dinosaurs looked.
Obviously, CAFE has some presence in the Coven, but frequently their members are shut out simply on the concept that they’re not fae. CAFE is still trying to figure out the Coven’s attitude towards humans and life, since the casual and carefree meetings are a stark contrast to the bloodthirsty and plotting attitude of some of its most powerful members. Indeed, some of the most dangerous fae that CAFE knows of are perfectly genial when observed in Coven meetings.
In times of war, the Coven will help evacuate fae from their destroyed homes without alerting authorities. They also frequently calm down fae that are frightened or rampaging because of bombings or other destruction that disturb them. CAFE considers this function invaluable, since it’s a lot easier to let the Coven calm down fae than send in an extermination squadron. The Coven managed to keep fae under control through WWI and most of WWII, but unfortunately, during the Blitz a fae managed to cause enough damage that the government noticed, leading to the founding of CAFE.
The Coven is lead by a Board, which is currently comprised of twenty-one of its eldest and most powerful members. This Board functions more as general administrators than actual leaders.
